They Saw the Cracks. Nobody Closed the Road.

In March 2018 a new pedestrian bridge in Miami fell onto a busy road. The cracks had been seen. The road stayed open.

The story

On 15 March 2018, at 1:46 in the afternoon, a new concrete pedestrian bridge at Florida International University collapsed onto SW 8th Street in Miami. Its main span had been moved into place five days earlier. One bridge worker and five people in cars waiting at a red light were killed.

In the weeks before, cracks had been growing at one joint of the truss, where diagonal member 11 met the deck. On the morning of the collapse, the people responsible met, judged that the cracks were not a safety concern, and work went ahead to retension a steel bar in that member. The road beneath stayed open.

The National Transportation Safety Board found that the probable cause was load and capacity calculation errors in the design of that joint. It also found that the failure to stop work and close the road contributed to the severity of the collapse. This film follows the record: the design, the review that missed the error, the cracks, and the decision on the last morning.
